Acts 1:1–26 is not simply a record of the birth of the church, but a solemn process where God establishes witnesses to testify to the already completed gospel of the water and the Spirit of salvation.

This is because Jesus Christ, our Savior, came to this earth to fulfill the stern demand of the Law that says “the wages of sin is death.” He received baptism to take upon Himself all the sins of the world, was judged on the Cross in our place, and fully paid the wages of sin, thereby saving all of humanity from sin.

God grants the indwelling of the Holy Spirit to those who believe in the Word of truth — the Word of water and Spirit — through which He works. This truth declares that the indwelling of the Holy Spirit occurs only for those who believe in the Word of salvation through the removal of sin, accomplished by the baptism and bloodshed Jesus received when He came to this earth.

Being born again means becoming a sinless child of God through faith in the Word of salvation by water and the Spirit.
